Tracing property owners

What is the best (and cheapest) way to trace property owners who are about to lose their properties (raw land mainly) due to a tax deed sale.

Looking to get in contact with them for donation for charity purposes to use the property and make it available to the homeless, before they lose it at the auction to a tax lien investor or other type of investor.

How can I find where they are now by using the last known address or the address of the property they owned. Would be looking to find current address and a contact phone numbers. Is there a way to cross check quickly and cheaply without having to join a pay site?

Would be very grateful for the help, as I am new at this.
