Locate Name/Contact Information of a Relative in Canada

Can someone give me some insight on how to locate (preferrably FREE) the NAME, CELL PHONE NUMBER, email address, and home address of an individual's relative who lives in Canada??? Can't find the Halifax, Nova Scotia (CANADA) address or email addres for him. The known relative has an address listed in Upper Marlboro, Maryland. Thanks

I'm still looking... Those sites were very useful in locating information on people in the US but they didn't much if any information on people living in Canada. Are there any other sites that might be helpful in obtaining information on Canadians (ie property records, etc)?
