how can I find records that a father paid his child support judgement over 12 years ago probably. mom says he did not pay just found dad after 23 years he says it is paid

The reason I ask is the only one who can complain is the plaintiff ( mom) who say's it's paid!
But you can check court records? or as I usually do Im would swear them in/ or have them give an affidavit! &/or subpoena them It is all contingent on the reason!
