Owner of License plate number

this entire "searching for public/private records" thing is new to me. I just spent $20 on a site that said I could type in any plate number and get the person's name. Yeah didn't work. I even typed in my own plate number and it said no results. Then I came across this site and was hoping for some help. Okay, I'll try and keep my story simple and to the point (please keep in mind, I'm scared, and people aren't taking me seriously--I don't blame them though, my story seems crazy and just coinsciendence (sp??) but it can't be, my gut tells me, maybe God is telling, I dunno. ANyways, I think i am being stalked or watched and followed. All i have is a license plate number, which happens to be a dealer license plate number) is there a way to get an owner name for this plate?? According to the site i paid, YES there is, but obviously, not the case. Do I have any other options other than going to the police?? I just dont' think they'll belive me, or if they do, they'll push it off, like it's no big deal cuz nothing has seriously happned to me yet. Any suggestions please. I can't sleep or eat or anything, I know I'mnot crazy (I'd love to be, so this could disappear like a dream when I awoke, but it's not disappearing) and I'm not crazy. If I am "found" injured or dead in the near future, all those thinking i'm crazy, while feel guilt, but I don't want it to end up liek tihs. Please any advice at ALL. Has Anyone ever experienced this before????? Is my best option the police w/ only "99% accurate suspisions and a licnese plate #)

1 MORE THING......
IS IS POSSIBLE TO TRACE SOMEONE'S VEHICLE AND/OR CELLPHONE IF U AREN'T COP OR DETECTIVE? THE ONLY WAY THIS PERSON CAN KEEP STALKING ME (AT LEAST TO MY KNOWLEDGE) IS IF HE HAD SOME SORT OF TRACING DEVICE OR GPS DEVISE ON ME???? BUT I DON'T THINK THIS IS POSSIBLE FOR ANY JOE BLOW-- IS IT?????

Hi SCAREDLIFE. Your best bet would be to go to the police if you are in real fear. The person stalking you may even follow you to the station and realize it's game over. You have a plate # that will likely run back to the dealer and any employee could have picked it up. It is possible to track that employee down depending on the dealers security measures.
